Oracle Cannot Create a New Instance

Oracle VPS still appears to have capacity available, but instance creation keeps failing.

The following error appears:

(400, LimitExceeded, false) You cannot create a volume because you have reached your limit. Upgrade to a paid account. (opc-request-id: dummy RequestId)

The reason is that although the instance was terminated, the storage may not have been deleted.

Go to the following URL and terminate the remaining boot volume:
